Lots of updates today about resources and funding. I particularly want to draw your attention to the Hazard Mitigation Grant Program below, which can provide buyout funds or funds to mitigate future damage. FEMA reps are available to help you apply this week at the Asheville Mall on South Tunnel Rd from 10a.m. – 6p.m. Please take advantage of this and at least learn about your options.

Hazard Mitigation Grant Program

Hazard Mitigation funding is available for projects to help make communities more resilient and less susceptible to damages from future disasters. Hazard Mitigation grants are available through annual competitive programs and after federally declared disaster events.

The Hazard Mitigation Grant Program is a FEMA-funded program designed to reduce or eliminate future damages and loss following a disaster. 

The Hazard Mitigation Grant Program is federally funded, but managed by the North Carolina Department of Public Safety’s Division of Emergency Management.

As a property owner, HMGP can potentially help with mitigation methods such as structure elevation, structural reinforcement and the buyout of damaged properties.

Recovery Funding Opportunities

Small Businesses:

The U.S. Chamber of Commerce Foundation has launched the Small Business Hurricane Recovery grant program in partnership with American Express to support small businesses impacted by Hurricane Helene. The program will provide $5 million in funding, distributing $5,000 grants to 1,000 eligible small businesses across the Southeast to support their recovery and help them build resilience against future disasters. Eligible small businesses can apply now until Sunday, November 17, at 11:59 PM.  

Homeowners:

The Buncombe County Homeowners Grant Program will be accepting applications from Monday, November 11 – Friday, November 15. Please note that if you access the website before that time you will see banner stating “the application process is now closed, deadline to apply was September 30, 2024.” That information is being updated, so please disregard it. The grant will provide up to $300 for qualifying homeowners in unincorporated Buncombe County, and up to $500 for homeowners within Asheville City limits. General:

The Asheville City Council passed a resolution establishing funds for Helene long-term recovery. These funds are meant to aid residents and business owners affected by tropical storm Helene. The following partners have been identified by City staff to distribute relief grants to the community in three areas. The areas identified are Business Stabilization, Rental Assistance, and Home Repair.

  • Mountain BizWorks was selected to distribute Business Stabilization funds totaling $704,000
  • Eblen Charities was selected to distribute Rental Assistance funds currently totaling $500,000
  • The Asheville Regional Coalition for Home Repair (consisting of Habitat for Humanity, Mountain Housing Opportunities, Poder Emma and Community Action Opportunities) was selected to distribute Home Repair funds totaling $750,000

The City is working closely with these nonprofit partners to finalize program details in compliance with state and federal laws.

Eblen Charities will provide equitable access to City residents seeking assistance, including undocumented individuals and households. This will include, but not be limited to, ensuring that documentation requirements do not exclude those who are differently abled, undocumented, or unable to meet typical requirements due to storm-related losses.
